Who oversees the AI Act in Bulgaria — current status

The EU AI Act applies directly across all member states, but each country must designate its own national authorities responsible for enforcing it. Here's what has actually been done in Bulgaria, and what's still missing.

ALREADY DESIGNATED

Under Council of Ministers Decision No. 398 of 18 June 2025, seven bodies were designated as responsible for fundamental rights protection in the context of the AI Act: the Ombudsman of the Republic of Bulgaria, the Central Election Commission, the Commission for Protection Against Discrimination, the Commission for Personal Data Protection, the Commission for Consumer Protection, the State Agency for Child Protection, and the Executive Agency "General Labour Inspectorate."

NOT YET DESIGNATED

Bulgaria has not yet designated a market surveillance authority or a notifying body — the institutions that will actually verify AI system compliance and impose penalties for breaches. Designation is expected to be completed by the end of 2026.

UPDATED DEADLINES

Under an Omnibus regulation approved by the EU Council on 29 June 2026, deadlines for high-risk systems were postponed: Annex III obligations are now delayed to 2 December 2027, and Annex I obligations (systems embedded in products) to 2 August 2028. Transparency obligations (Art. 50 — AI content labelling), however, are already in force as of 2 August 2026.
